This though t came to me while reading Jean Anyon's article. She wrote about how children learn terms for math (Working class schools) but then theses terms are not used again. I found this to be true for all of the subjects, not just math.
I proctored several EOG's during my internship experience. Students could not get past the question to get to the answer because they were not used to the terminology and the structure of the questions. They could not discern what the question was asking to answer it. If teachers constantly used this same type of terminology and structured questions in the same manner as the test through out the school year, students might have a little easier time with the EOG's. Just a thought.
