I found the statement by Conant interesting, “the taxpayer has a duty to supply the talented with the education necessary for the development of that talent." (p. 50) Maybe it was the word “dutyâ€
I think it is the word "talented" that throws all efforts. We use that way of thinking to avoid helping those who are less "talented". Those who are not given equal chances are often less "talented" because of lack of opportunity. The question should be, not who is talented, but how can we make education truly equal.
