 Highly Qualified Teachers

The No Child Left Behind Act of 2001 states that there will be a "highly qualified teacher" in every classroom. What do you guys think about that, and what is your definition of a "highly qualified teacher?"

The act calls for highly qualified individuals. "Highly qualified" I would hope means that the teacher has a conceptual grasp of developmental aspects of the students, also a social developmental quality. Julie I'm wondering how the school systems are going to enforce this, b/c for the longest time they have been letting almost anyone teach, whether you have a degree in the subject or not. This act will surely open up teaching positions. :?

You're going to hate this, but "highly qualified" has been set up to mean that you have passed the praxis in your subject area.
