The No Child Left Behind Act of 2001 states that there will be a "highly qualified teacher" in every classroom. What do you guys think about that, and what is your definition of a "highly qualified teacher?"

The act calls for highly qualified individuals. "Highly qualified" I would hope means that the teacher has a conceptual grasp of developmental aspects of the students, also a social developmental quality. Julie I'm wondering how the school systems are going to enforce this, b/c for the longest time they have been letting almost anyone teach, whether you have a degree in the subject or not. This act will surely open up teaching positions.

You're going to hate this, but "highly qualified" has been set up to mean that you have passed the praxis in your subject area.
