How to provide for low-income schools?

I just finished reading "A Hope in the Unseen" and I have always wondered how to bridge the gap between low-income schools with those of wealth and privilege. I grew up in an elementary school that had few resources with most students in free or reduced lunch. Close to 85% of the student population at that time where African American or Hispanic. While I was a minoirty throughout elementary and middle school, I still maintained a ranking of third in my class. When I moved to a different high school for my freshman year, I realized how far behind my education actually was.
I thought since I was making all A's and working hard, that I would have no difficulty in high school. I felt Cedric's pain when he went to MIT and realized how much he really did not know. My question to you is how can we separate the differences between the level of education between school systems without using an end-of-grade assessment? Is there anyway to share funding so that students can be provided with the same opportunities?
We have free education, meaning that education is open to all; however, that educational experience is far from equal. How can we find a way to provide EQUAL opportunities for all students so that the student is left with the decisions of how far they want to better themselves without their circumstances retaining their progress?
