I just had an interesting conversation with a retired spanish teacher. She worked in my school for several years before tranferring to the high school. She was filling me in on several ESL students that she had followed from elem. to high school. She told me that ESL students who had been in public schools in NC but were born outside of the US and were not citizens could attend universities, both private and state, but had to pay out of state tuition. She commented that this essentially slammed the door on higher ed. for these students. She also told me that there were some states, (Fla. and Texas maybe) who were trying to change this situation by allowing students who were born outside of the US, who had been in public schools for X amount of years, to qualify for in-state tuition. Does anyone know more about this? Just found it interesting given our recent conversations in class and in the forum.
