 Top Down or Bottom Up?

I found the author's conclusion that bottom up won't work a little hasty in that I think it takes a merging of both a bottom up and top down effort to effect any long lasting changes or full reallization for all concerning the "power issues" and related silent, unspoken, or unheard consequences.

What do you think?

Perhaps I'm overlooking something, but it seems that in some situations "bottom up" can initiate change. Usually change is "top down", but there wouldn't be successful unions if "bottom up" didn't work sometimes.

I think that change begin at the bottom, but that ultimately it has to occur at the top to induce societal, and legal change. Then, coincidentally it moves back down and effects change at the bottom. WHen it it heads back down, then it changes those who didn't change with the bottomw crowd initially.
